Why does ionic-cli need gulp to be installed globally?

I work for a software engineering consulting firm where our engineers switch between several projects from different clients with conflicting npm package version requirements. The more local we can make a project, the easier it is for us to switch in between them. We run our tools as npm run gulp etc. so that we're always using the right version of the tool dependencies for that particular project. It also has the added advantage of making it easy to setup a project (npm install) without having to sudo npm install a bunch of global stuff.

I'm wondering why ionic requires gulp to be installed globally at all?
