Does a reliable JavaScript Speech-to-text Framework exists for Vietnamese?

Whenever I said some Vietnamese it would recognize the words correctly. I want to build a mobile app (ionic) that incoorporates this feature. Does a reliable JavaScript Speech-to-text Framework exists for Vietnamese? Or is there a way to include Google's WebSpeech API in a mobile app?
