Refresher ion-scroll tag

I have tried to add the refresher, but can't quite get it to work. The problem I am facing is if I scroll down in my scroll views the refresh starts to refresh. I only want to start the refresh if the scroll view is on the top and then I can pull down. I don't want to be able to pulldown if my scroll view is say halfway down and then I scroll up and it starts to refresh. Is this situation I would like it to continue to scroll up to the top and once it hits the top then I can pull to refresh. How would I accomplish this?
