Cannot run ionic 4 app on device

I tried to run

ionic cordova run android --device

native-run does not create a the debug folder and file and does not read it if I create it manually. I I tried adding and removing different versions of android. Tried with the latest version of gradle. Tried with ionic cordova run android --no-native-run but I get a blank screen.

These are my settings:

NodeJS : v10.11.0 (C:\Program Files\nodejs\node.exe)
npm : 6.9.0
OS : Windows 10
