What is the best plugin for Badge increasing by notification when the app is in background?

Is there something I missed?
I think what I want is very common feature so, I did not doubt about this function.
But it's really hard to find out.

The plugins I tried is working fine when the app is active but never in background ( when the app is turned off ).

Any info will be helpful.
